Job Title GS-13 Huntington Position Job Description The GS-13 Huntington position will perform SME level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level of GS14 duties listed below: • Lead diverse cost-estimating teams to produce cost estimates and schedules, and review and comment on resource-loaded project schedules and construction sequencing for highly complex dam safety modification projects throughout the nation. • Lead HQUSACE initiatives supporting collection and application of lessons learned on design and construction projects, and analysis of remaining capital investment and priorities for the dam safety program on a national level. • Estimate programmatic funding requirements for dam safety modifications for a portfolio of high-risk dams; estimates are used to determine project priorities on a national level for the dam safety program. • Lead a team of dam safety professionals, assigning and reviewing work, establishing priorities, ensuring resources are available, and providing input to performance evaluations. • Represent USACE on DoD and other interagency groups and conferences attended by top level representatives of industry and government. • Establish and refine cost-estimating policies and resolve problems affecting current and planned dam safety modification activities. • Develop curriculum for Center-led courses for Federal civilian and military agencies and civil infrastructure industry partners. • Perform as technical mentor for cost engineering specialists working for entities across the country, including dam safety production centers and districts. • Perform agency technical review of major rehabilitation and dam safety modification reports for USACE districts in terms of the adequacy and accuracy of schedules and cost estimates. • Lead HQUSACE initiatives supporting collection and application of lessons learned on design and construction projects, and analysis of remaining capital investment and priorities for the national dam safety program. Dam Safety Center Only. • Develop and review USACE engineering publications, criteria, and guidance and make technical presentations disseminating policy and cost-engineering criteria developed by the Dam Safety Center for USACE-wide application. GS-13 Pittsburgh Regional Inland NAV Design Production Center position duties are listed below: • Develop cost estimates for large and complex civil works inland navigation project systems and components. • Provide subject matter technical expertise and interface for complex risk analysis, highly specialized design, design review, construction, and rehabilitation for this diverse array of inland navigation projects and functions. • Development of cost estimates and construction schedules (including cost and schedule risk analyses) for products such as feasibility studies, major rehabilitation reports, design documentation reports, plans and specifications. • Serve as technical advisor and mentor to lower graded personnel and provide technical direction consistent with Corps policy to Districts and Architect-Engineer firms (AE). • Review/recommend approval of Decision/Implementation documents.

Victim Services Specialist

Job Title Responsible for maintaining a caseload of victims of alcohol and drugged driving who are in need of short-term crisis intervention, emotional support, grief support groups, and appropriate referral sources for continued long-term needs. Provide court accompaniment and guidancewith legal, financial, and medical systems. Work in conjunction with other Victim Services employees to provide consultation and support to victims where needed. Previous victim services/advocacy work with victims of impaired driving crashes is preferred. This is a remote position in which the selected candidate must reside in the general Kansas City, Missouri area. The salary for this position is $45,000. Essential Functions • Utilizing independent judgment, conduct individual needs assessments on victims/survivors of alcohol and drugged driving crashes for emotional support, information, and referrals, implementing beneficial interventions based upon those assessments. • Maintain current assessment of victim's coping and need for further referrals. • Based upon assessment, create and implement a tailored case management action plan for victims, which may include grief support assistance, crisis intervention, referrals for long-term counseling issues and other basic needs, as well as support group facilitation. • May accompany victims/survivors to justice proceedings as appropriate. Provide advocacy by assisting in the protection and exertion of victims/survivor's rights and educating others about the criminal and civil justice systems. • Ability to plan and execute a fundraising event. • Must possess fundraising and development skill set. Preferably 2+ years of fundraising skills. • Conduct community needs assessments and analyze results to determine the development, facilitation, and implementation of appropriate victim services, programs and events. • Based upon results of community needs assessments, create and implement effective outreach strategies to reach victims and survivors of drunk and drugged driving crashes who may not otherwise be aware of MADD Victim Services. • Utilizing analysis of community needs assessment, establish and utilize a network of key individuals in the legal, medical, and social service systems to facilitate assistance for victims/survivors. Collect and maintain community resource information to share with victims and other Victim Services employees. • Recruit, screen, train, deploy, and recognize volunteers who provide assistance in meeting Victim Service initiatives. • Maintain accurate case records, statistical information and grant reports for each victim case according to MADD and grant standards and guidelines. May be responsible for grant writing and reporting to grantor and MADD. • Other duties as assigned. Position Requirements • Bachelor's degree is required in a human services field of study (i.e. social work, psychology, sociology, criminal justice) with a minimum of one year of experience in victim advocacy (specifically case management) OR grief support work (specifically bereaved individuals due to death). • Equivalent experience that includes experience in victim advocacy (specifically case management) and/or grief support work (specifically bereaved individuals due to death). • Reliable transportation to court attendance is required along with a flexible schedule. • Strong organizational skills, be detail oriented with the ability to prioritize, manage multiple projects and execute in a high-volume environment. • Excellent communication skills with the ability to develop and convey thoughts clearly, logically and concisely both orally and in writing, using appropriate grammar and command of the English language. • Ability to work both independently and with others to resolve issues and maintain composure and professionalism in an environment of changing and/or multiple priorities. • Must be able to work on a time table, meet deadlines, follow instructions and accept direction on given assignments. • Strong work ethic with the ability to maintain a high activity level. • Must have exceptional internal and external customer service orientation. • Must have demonstrated computer skills including Microsoft Excel, Word and Outlook and be familiar with entering data into on-line systems.
